A Road Entrance permit is required to add or reclassify a permanent or temporary road entrance at a specific location. The project of adding or modifying the road entrance may be subject to a Work in Right-of-Way permit that is associated with the Road Entrance permit.

Additional Conditions and Comments

An Entrance Permit is required whenever you are creating a new or modified entrance onto a Township road or using heavy equipment during the construction of a house or house extension, unless it is part of an approved development Site Plan.

The Entrance Permit allows a property owner to create a new entranceway or modify an existing entranceway for residential, industrial, commercial, or farm access. Entrances will typically require a curb cut or culvert where there is a ditch. Township staff review each Entrance Permit application to ensure safety and compliance with Township standards.

The Township reserves the right to deny a permit if the proposed entrance is deemed unsafe or does not meet the required location and design criteria. If the permit is approved, specific conditions and requirements — including those related to the entranceway and culvert — will be provided and must be satisfied as part of the approval. Culverts and curb cuts for new or modified permanent entranceways are at the owner’s cost.

A deposit is required when heavy equipment is used, to cover potential damage to the entrance or Township road allowance. This deposit is held until work is completed and the entrance passes final inspection.

The cost for an Entrance Permit is the following:
• Application Fee (non-refundable) $ 155
• Inspection Deposit (non-refundable) $ 412
• Performance Bond (refundable, post inspection) $ 1,000

Township staff will inspect the work to ensure the entranceway complies with Township standards, permit conditions, and approved locations. Once the work is completed and post-inspection is approved, a $1,000 refund will be issued to you and sent by cheque.

Once an Entrance Permit is issued, any works within any part of the Township road right-of-way will require a separate Road Occupancy Permit (ROP).

A Road Occupancy Permit is required to allow a contractor to work within the Township road allowance and enables the Township to coordinate works. For Regional roads please contact the Region or apply at www.durham.ca/permits.

Application Timeline


Applications should be submitted a minimum of ten (10) business days prior to the requested construction of entranceways.
